The Dark Council was a six-member council that served as the ruling body of the Sith Order. This made the Council the most powerful individuals in the Empire below the Sith Emperor and his Powerbase. They were the ultimate authority within their respective spheres of influence, and they were able to wield a significant amount of power and influence within the Sith Order.
